Car horns banned in Shanghai

This is interesting. Honking your horn in Shanghai can now get you a ticket. Noise pollution has gotten so bad in this city of 20 million (!) that the air waves are full to the brim with sounds of construction, cars and other city noise. Even police car sirens are banned except in emergency situations only. I wonder why the police would sound their siren if it wasn’t an emergency?
We are so bombarded with noise on a continuous basis that I wonder what it would be like to be somewhere in total silence. It would probably drive me crazy, but I’d at least like to try it.
